July 2025 was a record month for global aviation. According to IATA’s Air Passenger Market Analysis, airlines achieved a global passenger load factor of 85.5%, one of the highest levels ever recorded for that month.

Coverage of the milestone focused on airline recovery and strong demand across regions. Latin America posted the fastest growth at 7.2% year-on-year, while international travel increased 5.3% globally.

Another dataset, published separately by IATA, tells a related story that receives far less attention.

Airports report that requests for wheelchair and reduced-mobility assistance are increasing by more than 30% per year.

Record passenger density is colliding with a staffing model built for a smaller era of air travel.

These two trends operate within the same system. As aircraft fill, the number of passengers requiring assistance increases as well. The operational structure responsible for delivering that assistance has changed far more slowly.

The Regulation Was Built for a Smaller System

European airport assistance is governed by EU Regulation 1107/2006, adopted in 2005.

The regulation established a clear principle: passengers with reduced mobility have the right to assistance when travelling by air. Airports must provide that assistance without additional charge.

The framework defines an entitlement. It does not require airports to maintain staffing levels proportionate to passenger demand.

Operational responsibility sits with ground handling contractors, which airports typically hire to deliver assistance services. These contracts are often negotiated under fixed-cost terms that assume relatively stable volumes.

The result becomes visible during peak travel periods. When a wide-body aircraft arrives during a busy evening bank with multiple wheelchair requests, the available assistance team may already be deployed elsewhere. Passengers remain seated while staff move between gates.

The demand itself is predictable. Passenger manifests contain Special Service Request (SSR) codes identifying travellers who require assistance. Airlines collect the information in advance of departure.

The operational structure that would systematically translate those signals into dynamic staffing decisions is still rare.

Where Adaptation Is Already Happening

A small number of airports have begun to treat accessibility as a core operational variable rather than a peripheral service.

Minneapolis-Saint Paul International Airport (MSP) developed its Navigating MSP programme, which integrates assistance planning with community partners and disability advocates. The airport uses passenger data and operational coordination to adjust support capacity during busy travel periods.

Toronto Pearson International Airport has embedded accessibility planning into its broader operations framework. Pearson was among the first airports to achieve ACI Accessibility Enhancement Accreditation Level 3, reflecting sustained operational commitments rather than isolated initiatives.

These examples demonstrate what adaptation can look like. They remain individual cases within a sector that lacks a shared operational standard.

The ACI Accessibility Enhancement Accreditation programme currently includes 16 accredited airports out of more than 2,100 ACI members worldwide. The criteria emphasise accessibility planning and training but do not yet include dynamic capacity benchmarks linked to passenger volume.

The Policy Window

In December 2024, IATA, ICAO, and ACI convened their first joint Accessibility Symposium in Montreal.

The closing statement acknowledged a structural limitation in the current regulatory environment. Most existing frameworks focus on resolving complaints after failures occur rather than designing systems that prevent those failures in the first place.

Participants committed to developing a global accessibility strategy for the 2025 ICAO Assembly.

Record passenger density and rapidly rising assistance demand provide the clearest operational argument for what such a strategy should address.

While accessibility rights exist, capacity standards largely do not.

What AXLab Is Watching

Three adjacent signals from this week’s research illustrate how fragmented the system remains.

The Hidden Disabilities Sunflower programme now operates across 327 airports in 70 countries. The scheme trains staff to recognise the sunflower lanyard but does not establish environmental or infrastructure standards for participating airports.

The EU Accessibility Act, which entered into force on 28 June 2025, requires digital accessibility across many services used in European airports. Physical assistance infrastructure remains governed under separate legislation.

Meanwhile ACI Europe expects airport capacity constraints across the continent during the coming decade. When infrastructure pressure rises, accessibility services tend to reveal the strain first.
